As anyone would know, someone who gets OOC(or OOT as it's known these days) from BMT/BMT Recourse are liable to be called back for a recourse that fits a personnel's PES status. I'm also aware that, according to medical directives, anyone who fails a BMT FFI 3 times will need to be boarded to see if he ought to be exempted from BMT permanently.
What I don't understand is why are the MO's opinions/interpretations of this so contrasting.
For instance, my MOIC had previously failed my FFI(for my 2nd recourse) for 3 months but told me at that point in time that he "could not fail my FFI" until my ORD(which, to me, sounds utterly unprofessional as he seems to be duty-bound to pass my FFI at some stage without giving due consideration to my fitness at the point in time my FFI is scheduled). Subsequently, when I went for my second FFI 3 months later, another MO just said "I'll pass your FFI for BMT" without even bothering to ask if I'm fit, have any ailments, specialist reports. So in essence, it seems that MO's conducting the FFI's are duty-bound to pass one's FFI(I wonder if this is the case or is that so because MO's are lazy to board someone to see if he should be exempted from BMT permanently).
On the other side of the coin, when I went back to Tekong for my first recourse, the MO there decided to put me OOC after he saw a medical report in my docket(given by my specialist previously) and asked me how was it my camp MO could even have passed my FFI in the first place and allowed me to go for my recourse. It seems that on the two occasions I was put OOC(first time during enlistment, second time on my recourse) by the Tekong MO's, they seem to take a I-don't-want-any-responsibility-for-your-health attitude and decide to play safe so as to cover their ass.
The bottomline is, if unit MO's insist on passing one's FFI and those MO's in Tekong wouldn't hesitate to put you OOC when they check out the gravity/severity of the medical reports in your docket - then the BMT issue would essentially never be solved since everytime I get OOC, I'll simply be summoned back later on. Any expert opinion from MO's out there how to resolve this issue(besides advising me not to report sick in Tekong)? More specifically, should it be necessary, how to go about convincing a MO to take the issue seriously enough to at least have my status evaluated by a Med Board to see if I'm fit for BMT?

The answer to your problems really depends on your medical problem. How serious is it and is it a permanent problem?
CAT 1 ...Serious but temp....... Still should be put up for medical board and downgraded temporarily.
Cat 2....Serious and perm...... Downgraded perm and not to disturbed in the future
Cat 3.....Not serious and temp..... This is when you will have problems... No one will take you seriously and you will be pushed around.
The idea of putting you OOC and not putting you up for board usually means you are in the 3rd cat. The MO's basically feel that putting you OOC will allow you to "recover" and after some time return to your normal duties. What is happening is that you probably have an "on the ball" MO at you unit who feels you are fit enough to train and on Tekong you have a slack(or more likely too busy) MO who really does not have the time to look further into your cat3 condition. The safetest option in this case is bascially to put you OOC. This way you have 1 less repot sick to see!
If you feel your condition is serious, request for a medical board. If your condition is deemed serious enough, no MO will refuse to do so. If not you will probably just be OOCed and called to come back another time.
Remember that ALL NSF have to go thru BMT!! Even PES Es. Taking orders, discipline etc have to be learnt irregardless. The only difference between a PES A BMT and PES E BMT is really the trainning.

It is definitely possible to upgrade yourself to a PES A or B. This is rare as the reason that you were perm downgraded in the first place meant that you met certain criteria to be downgraded. These criteria are seldom changed
