I got enlisted into BMT about 3 weeks ago and will like to enquire more information on the usage of the 11-B.
1) Although I am PES A now, my knees and heels start to feel pain after the confinement period due to the training. I wanted to do a full-body check up at a Government Hospital, can it be subsidised with 11B? If possible, how do I go about doing it? (I am a little 'kiasu', doing a full body check-up just for lower limbs pain, but it is better to be safe than sorry, in case I got any other hidden medical conditions.)
2) Anyone know if National Dental Center and National Skin Center accept 11B as well?
By the way, out of curiosity, why is the card named 11B? I don't see any 11B written on it.
Thanks.
1) muscle soreness/aches/fatigue (without any injury substained) are common. since u r in the beginning of bmt, take a wait n see approach 1st. take painkillers/muscle rub as a temp relief 1st.
want the full subsidy, get hospital referral letter from polyclinic/medical centre. at the hospital specialist consultation, ask for the checkups u want. BUT then, the specialist will see n make recommendations abt it.

Hi eac,
I was recently diagnosed with chronic radial palsy of the left hand and the MO gave me a temp downgrade for 6 months to E1L9. I would like to know what the medical board procedure will be like after the end of 6 months, ie how the medical board will decide whether to convert it to a permanent status or to upgrade, given that my condition will take up to 3 years to fully recover(if it does) and that surgery remains an option now. Also during this period of 6 months can I approach the MO to review my pes status again if there is any change to my condition?
Thanks for the time.

during this 6 months, just go as usual for ur specialist's appointments, and collect memos. when pes expiry is due, u will be called up for a review, then u pass the specialist memos for the MO to assess. e.g. condition stablised/remains unchanged/worsen/seen an improvement.
a temp pes can be renewed again and again, or convert to perm, with reference of assessment of the condition based on the specialist memos.
Hi eac,
1. if i am already informed to have been slated for medical board in september, how long will it take to get a pes status?
2. before i get my pes status am i eligible for posting to other units given i am pending medical board? if yes, will the new unit take into account my medical conditions already?
3. say i have been at a government hospital for an injury for several years already. will the army have off-hand records as to which hospital i am being treated under?
4. if a downpes is ultimately rejected, and the condition is genuinely causing pain, what should i do?

1) medical board will give the new pes effective from the date of medical board meet. find out from the medic for the date of medical board for the month, then after a couple of days later, can go medical centre and ask a medic to help u check for ur new pes status.
2) no. at most u can request to do some other work in the coy line, or other rear areas like HQ coy line. same as att b light duties.
3) no. either u have to inform the MO urself when u see him so that he can raise a request order for info from the hospital medical records office, or u get a specialist memo from the hospital on ur next specialist appt and then u pass it to the MO.
4) find MO, ask him why. next, go to specialist and tell specialist the reasons given by MO. next, seek for his/her next course of actions. e.g.request for further investigations, better stonger worded memo, or request for a second opinion from another specialist.

Thanks a lot for the response, as I heard a lot of different versions from different people around me.
I called National Dental Center and they tell me that as NDC is partially private, I cannot use 11B to pay for my dental procedures there, even for basic treatment like tooth filling or cleaning. I was like, HUH?
Next, today when I go to the gym for some light exercise with my friend, who is now a Officer in the Army. I asked him about the polyclinics quesion and he told me that once he went to Polyclinic to consult the doctor for his fever. He end up paying cash as the nurse there says he cannot use 11B to pay. Again, I was like HUH?
I think MINDEF should give us a handbook on the proper procedure and guideline on this matter, it was really very confusing.

I went to see a specialist at cgh previously and i was given a temporary downgrade by the MO which lasts till 21st of august. My next specialist appt is on the 4th of sept. And apparently they have scheduled a medical review with me on the 10th sept. I have a ICT on the 15th sept. I'm a bit worried whether I should ask for a much earlier medical review since my temp downgrade expires on the 21st of august or is it normal for the medical review to take place after the expiry of the temp pes downgrade?

by right, it should be held days before the expiry date of the pes.
remember to tell ur specialist abt this situation and the upcoming ICT to note this down in his/her specialist memo to the MO.
anyway, u can call ur unit clerk to inform them of this situation. and hence, ask for whether can re-schedule earlier or not.
as soon as u go for the pes review, get a note from the MO to submit it to ur unit clerk for reference and ask them how...
Dear MO,
I was diagnosed with Prolapsed disc 10 years ago and was downgraded to PES C2. Recently I received in camp notice for combat duties, I was surprised. I called them up and they tell me if I want to get excuse, I must still report for ICT and the OC will decide.
Do they have a right to do that? Should I go back to my specialist to get another letter on my condition?
Many thanks for your advice.

exactly what type of combat duties...?
pes c2 are still fit enough to serve as combat support roles...
refer description of pes status: http://armedforces.sgforums.com/forums/1390/topics/122714
if u want, go to specialist and get a memo.
then book a medical review with unit medical centre thru the eHealth module in www.ns.sg under the NSmen tab.
next, see MO for review.
what type of excuses MO going to grant depends on what the memo says...
e.g. compare condition then and now: worsening/improve/no change...etc.

I was told field duty same as what the rest of my unit is going to do. My unit is not support unit, frontline type.

since its slipped disc, almost all of time MO will give excuse heavy loads, excuse carrying heavy objects, excuse FBO...etc.
so get the specialist to write that down in his/her memo.
if ur reservist unit still insist of u go ICT even with such an excuse MC given by the MO, then during ICT, take this MC with u all the time.
pple ask u carry heavy stuffs, just show it to them.
if they complain, just answer back, "if i suffer a relapse, who responsible? i'll lodge an official case inquiry with an in-service training injury report to claim compensation."
need to go outfield, say if no vehicle to transport ur FBO, no go for u...
Thanks! great advise

to add on... if u wanna play rank... to junior commanders (LTA and below (also reservists too))
say this: "lta YYY, the MO is at least of CPT rank. u want to overwrite his instructions? and furthermore, u got a doctor's degree?"
if junior officers complain to OC (CPT rank)... "Sir, i believe a MO is a medical professional... if u want me to go against medical advice, can, i go find MO to talk... "
Hi MO,
Just want to clarify a point.
Brought my specialist's letter to MO to endorse. MO endorse and give "Excuse ICT from date to date".
So when the SAF MC says "excuse ICT", can the reservist unit insist on nsman going for ICT?
Thank you.

yes, though not pes status affected yet, it is still documented in the medical info system as medical history as a medical psychological condition.
phobia can overcomed with shear determination. hence, there is a chance for recovery.
if it get worsened later, then MO might KIV for pes review at medical board.
if it get better, MO might documented it as case closed and as a note in medical history.
if it is no change status, MO might still KIV for pes review as he wants to seek further opinion of medical board.
Hello guys,
i am new here. I would like to ask anyone who can help me on my questions before.
I am currently NSMEN. I got downgraded to C9L2 perm with excuse in lower limb, RMJ and prolonged sitting due to grossly disc degeneration, slipped disc & anterolisthesis.
I have taken 2 MRI and X-rays during the past 1.5 years. Initially, it is just disc degeneration and then early feb, i took MRI and X-ray again and found that it has become slipped disc and gotten anterolisthesis ( Written in the report on X-ray ). As my spec ( from SGH ) has been seeing me for the past 2 years, i have gone thru all the physio (6mths) and other suggested exercise but to no avail. His advise is to ask me to go for surgery. As the condition has deteriorated quite fast, i am worry abt my reservist. Therefore, my spec requested to MO to revocate from my driver vocation but it seems that the Medical board is unwilling to. I spoke to the MO before the board and initially, he was unwilling to board me as he said that C9L2 is the most he can give me. I argue back and tell him i have numbness on my leg and prolong sitting as a driver will make it worst. he agreed and tell me that he will recommend strongly to the MB for me. But ask me no need to be present ( I requested to be present ).
I would like to ask
1 ) what does prolonged sitting refers to ? Isn't a driver requested to drive for long time in a sitting position?
2 ) Does excuse lower limb also mean excuse driving? Coz lower limb means anything from hip to bottom. Since driving needs to use our feet, shouldnt driving be excused ?
2 ) Any people with anterolisthesis too? If yes, what should the pes status be for such a condition ?
3 ) To revocate from driver vocation to another vocation, does it means
that the MB has to downgrade me further before they can do so ? From my
talk with the MO, it seems that slipped disc is at most C9L2 and that's
the lowest they can grade me according to their guidebook.
4 ) If I am to seek a 2nd opinion from a well-known specialist, will it help in my case ? I would like to hear from this spec what is his opinion of my condition and can I continue to be a driver in my reservist.
5 ) For MB, does a well known doc in his field actually helps to have a better chance of downgrading ?
pls kindly give me your advise. thank you.
