why does it always take so damn long to be reviewed by the board?

is it really that hard to be excused BMT? (having to fail FFI thrice and whatnot) i don't think i'll be able to take another bout of it.
lateral ligaments in both ankles are torn. right fibula broken 2 years ago, the fracture was right where the joint is. at the same time, multiple other fractures on other bones in both feet. am also suffering from osteoarthritis in the heel.
i think i'm flat footed (or just have really low arches), i never really bothered to check, i feel my feet has enough problems as it is.
i never really had any problems running or doing any exercises, before enlisting i'd jog between 3-5km daily (and yet still not lose weight

) the problem is that after enlisting, probably during 2nd week of BMT, my ankles started giving way. i think it was the IPPT training that did it. i slightly sprained my ankle while doing a shuttle run and some jumps.
now i feel pain in the heels after jogging somewhere around 1km. am unable to stand for any longer than a few minutes without that same pain in the heel. even long distance (2-3km?) walking hurts though not as much. its the standing pain that hurts, the rest are quite mild compared to it. neither can i wear combat boots or similarly heavy weighted footwear, though i still continue wearing safety boots which are required in my vocation, at least they hurt less than combat boots.
my specialist, prof dasde from nuh, originally suggested that i operate to correct the bumps on my heels, but later on decided that wasn't necessarily the root of the problem. says it could just be too much pressure on the cartilage. currently on observation.
if after my ORD, the pain still continues, are my medical bills still paid by SAF, say corrective surgery or maybe physio? considering that i never had any problems before beginning BMT.
