That's true, better to have witness or proof of abuse of authority before you report. Or you really would be screwed upside down for causing unnecessary paperworks and investigations. Trust me, I was an instructor at BMTC and I know each complaint is investigated fully by the respective authorities, so don't play play.

Like wuming78 had said report to your higher authority first, like your PC, or OC. There are counsellors in camp to speak to as well if you feel that a neutral person is better for handling the situation at hand. In the end, there is the SAF helpline.
