  let me rephrase my question: If I am doing part time Masters at NUS/NTU, can I be excused for ICT ?

  if it's part time, i suppose u r doing it in the evenings, and working in the day? in that case i think it will be difficult.
  
  but if u r concerned about ICT clashing with ur exams, i think that can be used as reason for request for deferment.

  but during ICTs, there will be training in the night too and servicemen have to stay in. In that case, I can't go for my courses at night time mah.

  well. in tis case i think its best to consult the experts. ask NSPC, but call your unit.
  
  i think worse come to worse you can ask for time off in the evenings to attend your course, if you cannot ask for deferment.
