I believed what you hear is about the legend of Tiger Hong that take place in the 70s. He is the RSM of the Bn which those days we address them as 'King of the Parade Square' Rank WO I (Warrant Officer class 1).
In those days, no one is allow to walk or cut across the parade square unless during drill lesson or Parade and ceremonial event. There was this CPT (1 of the OC) who walk across the square and spotted by Tiger Hong. He address the officer and salute him and thereafter ask the OC to remove his CPT rank, conduct a inprompto extra drill lesson for abt half an hour. When completed, he ask the officer to put his rank back and salute him again. After that incident, the CPT was impressed by him and respect his guts and professionalism and wrote a strong recommendation letter to convert Tiger Hong to a officer (LTA).
Ironically... when he was a warrant officer, he was well respected but as a LTA... mine! there are lots of them in the Bn... -
Hmm, they recommended him to be converted, but he can refuse mah. Dunno why he accepted leh.
Btw, the Tiger retired as a CPT. -

I don't think so, not to my knowledge. Certainly not via the bureaucratic-promotion method, though I do recall this NCO who got an on-the-spot "battlefield" commission during the Hotel New World Collapse (for his ad-hoc manpower organization on the ground). It was mentioned in the papers.
MINDEF seems to have concrete plans to expand the capacity of the WOSE Corps though, under the 3G Army umbrella. From their website:
"Over the years, the job responsibilities of the WOSEs have expanded beyond the traditional duties of regimentation and discipline. WOSEs are instrumental in implementing policies set out by MINDEF, and are involved in areas such as manpower, logistics, intelligence, training and operations. Today, many WOs are holding appointments previously held by commissioned officers."
That was 2001. Since then, it's introduced a new career structure & remuneration package under the the New Partnership scheme, promoted a bunch of them to SWO's & - just recently - broke ground to build the new SWI next to SAFTI MI (& which will succeed the existing SISPEC & SAF Warrant Officers' School). They're going to take the professionalism to another level; maybe it'll teach staff-officer type courses for its own.
But, no, I don't believe there's any actual commissioning "conversion" yet. -

Yep.They have to go through OCS, but a 3 mth one.
