PES A & B are fully combat-fit, with only slight differences in deployment for operational assignments.
PES C, as a whole, used to be for service vocations but they've increasingly finetuned it so that previously combat-unfit troops can now serve with combat outfits, often in combat vocations too - but not necessarily as frontline soldiers per se. In particular, the C1L2-graded bunch can be appointed to serve with the Unit HQ or rear-echelon area, eg. HQ Signaller or camp Medic respectively.
It's a step up from the days when storemen & clerks were cut some slack with things like IPPT, but otherwise must also conform to REDCON capability like the other unit personnel. Not much of a choice, given the declining national birth rate.
