Actually it's part of MINDEF, but not its policy/technology/admin components side.
The SAF HQ is basically the General Staff headed by the Chief of Defence Force, branching out into the various Joint-Staff branches plus the trio of single-service HQ staff (headed by the Chiefs of Army/Air Force/Navy).
The command-&-control history, scope & organizational charts can be found in Huxley's book. As for locations, it's not that secretive to those who're more perceptive: Gombak & Depot Road, both heavily secured. Up to the thread-starter to probe for who's where if he's that interested .... -
