  i think it got something to do with security clearance.. or simply you might want to call it loyalty.

  Well, to my understanding, as long as you are living overseas not under government or SAF sponsorship... they tend to "lower" your clearance.
  
  Though I have not heard official word from the officials, I am noticing a pattern of such people.
  
  Such people tend to go to schools, non-combat support, or reservist-support unit (BCTC, ITC, etc).
