Complain Power

Happen to come across this particular blog.
The story goes:-
Mr Shannon Tan lost his Nokia 3315 more than a year ago. He made a police report at Hougang NPC and his case was subsequently transfered to "F" Division. The police managed to retrieve his phone and arrested the thief. However, one year on , in December 2004, he has failed to get his phone back. He claimed to have made 20 calls to the officer in charge of this case but could not get a satisfactory reply. Therefore, realising the powers of email ( I assumed), he drafted a mail to the Commisioner himself and CC to various heads and the MP of his GRC and of course not forgetting the press.

ok back to topic, well.. complains always work...but this complain is more or less logical.. imagine those people who send in complains to commisioner and saying my neighbours making alot of noise when i call police they come but why they never fine or arrest my neighbour?
... imagine arrest for noise pollution..
