I think another way to do it is to have another police hotline for non-emergency police assistance, such as call 998 if a tree collapsed and blocked a road for instance. I know now (or previously) they encourage the public to call the NPP for non-emergency assistance but who can remember all the different numbers for the different NPPs? That's why people call 999 lor.
