I think another way to do it is to have another police hotline for non-emergency police assistance, such as call 998 if a tree collapsed and blocked a road for instance. Yeah. That lady who found bees in her letter box also thinks her plight is the worse to happen on Earth mah (although that letter box was in her private residence), which at least is true for what I encountered yesterday?
Spare us the time to attend to something more "urgent"? If that should happen, she is quite likely to let loose a swarm of bees into my NPC tomorrow and let them sting everyone in there to death. -
