  Maybe I should rephrase the question. Does public opinion affect the formulating and implementing of public policies ? Eg public feedback has been negative yet the govt will still go ahead with its plans.

  It seems that they do not care if it is popular or not if they think it is the right thing to do.
  
  But if you can give good arguement as to why it should be different and you can convince them, then decisions sometimes do change.
  
  So, to a limited extend, yes. But yet, mostly it is no. Thus my answer is neutral.
