I think the articles in ST are quite balanced so far carrying articles covering both sides of the arguement.
Maybe its the difficulty of studying the problem. I am right that the garment hd always wanted to open the casino. But it needed a way to carry out so that ppl will made less "noise". And hence through the "consultative" method.
