Seoul now 'shou-er' in Chinese, when does it happen.

Since last couple of months, the Chinese news had started to call 'Seoul' as 'shou-er' and not 'han-cheng'.
'shou-er' sounds an arab state, like qatar (ka-ta-er), whilst 'han-cheng' sounds more oriental, and depicts its historical link to the CHinese.
Just curious to know, when does it first happen? Is it an official chinese name from Korea itself? As all media seems to have made the change. -

The Koreans request the Chinese to call Seoul from its current name, instead of the Chinese name which the Chinese gave them.

hmm shou er sounds rather funny.... maybe cos i'm too used to han cheng...
