I don't see what there is to investigate, they've already concluded that their cakes carry the salmonella bacteria and they're not even imposing a fine on the business. They're not doing anything! They MoH doesn't do crap! I've seen so many hawkers in terrible hygienic condition and the MoH doesn't bother to do anything about it. Frankly I wouldn't eat from any stall with less than a B rating, even with a B it's still extremely unhygienic.
