  This is pure bullshit, "the policeman's life was in danger so he aimed at the tires".

   

  Try standing infront of the car and aim for the tires, don't think you can even see the tires.

  Definitely takes more time to draw gun and aim as compared to moving away from the path of the vehicle.

   

  I am still curious how he could aim at the tyres of the car if he stood in the direction of the car. He's either got x-ray vision or he took time to prone down infront of the car to take aim.

   

  Maybe he was driving a lorry or a trailer.
