  his cronies win, he gets his 10% so he wins... that makes it a "win-win" situation

  as for the people footing the bill, they lose because changing the pipes without changing the valves do not affect the flow rate... and the motorists which will have to put up with the delays while it's being constructed and then facing the same shit after the accursed new bridge is built, they lose too..

  so for others, it's actually a lose-lose situation..

  I still remembered he went on ahead and created the mess. Pak Lah was forced to scrap it because of the legal stance over the water pipes
