Actually the translation for China is an error. What's so difficult about reborning in China if compare to a place in human realm. 'Zhong guo/tu' is translated as Middle World or middle country. It's a place of peace, where one of the Four Assemblies (Bhikshu, Bhikshuni, Upasaka and Upasika) exists, it is a non-barbaric land, it has law and order, well verse in Dharma.

It's a state of non-abiding, An-xiang, peace. There's pure thought, yet without attachment, dualism and wandering thoughts.

Fo(Buddha) and ru lai (tathagatagarbha) got different. Buddha is said from appearance or phenomenon while tathagatagarbha is said from the nature or noumena.

First, Pay homage and respect to all Buddhas.
Second, Praise all the BuddhaÂ’s tathagatagarbha.
What mean? It mean Every people including the evil ones, we need to respect, as all people have Buddhanature. But however, we can only praise the tathagatagarbha, the true nature and not the evil doing outside.
