The the Hat of crown actually started from the Taoist Priest doing deliverance
Also known as Pu2 du4 .When Buddhism is establishing in China ,It accept many of the Chinese Taoist God Costume to make ppl accept Buddhism in East Han dynasty
in fact Originally , the Di zang Wang Pu sa does not have a hat , He is depicted in central asia and caves of Ajanta as a bhikkhu
I have to do some research on staff b4 i answer abt the Staff
but I know that it is stated in a sutra that Di zang wang pu sa did carry a staff
to shatter the ground to allow the Hell beings from hearing the teachings of Buddha when Buddha Preach for a chance to be liberate.
