A lama simply means 'teacher' in Tibetan Buddhism, and that Buddhist teacher MAY or MAY NOT be renounced as a monk or a nun.
But for the Dalai Lama, he CANNOT marry and have kids because he is a monk.
So the issue lies on whether is he renounced? If he is renounced he will have to abide by the precepts he undertake as a renounced person.

For example, all the great Bodhisattvas in Mahayana Buddhism like Guan Yin, Wen Shu, Da Shi Zhi, etc etc are all lay-practitionersExcept Ksitigarbha Bodhisattva, one of the only great bodhisattva who manifest as a monk.
Anyway my dharma teacher says a lay-teacher has a different 'yin yuan' and can allow the dharma teachings to reach out to more people in the society.

He eventually got reunited with a gal he loved and got married.
But his sexual desires got the worst of him, and eventually he caused the death of his wife I believe. In the end, he somehow saw the light and returned to the monastery

They drink and eat meat...Tibetan monks CAN eat meat - so do Theravada (thai/sri lankan monks). Buddha did not strictly forbid eating meat but only encouraged people to take up vegetarianism.

They are also technically the ruling class in Tibet rule with an iron hand.Yes the Lamas were the ruling class and were in charge of the politics of Tibet in the past. But I am not aware of lamas ruling Tibet with an iron fist..
