Absolute Evil, no. There cannot be Absolute in the realm of Dualism (good, bad, short, tall). Absolute implies static, which is against the law of Impermanence.
Evil people cannot be forever evil, even if he is evil this entire life he will not be evil next life or next next life.
On a deeper level, no matter how evil or good you are, at the deepest level we are one and equal, already wholly complete. Our true nature is Buddha Nature, and that also means each of us will and has the potential to become Buddha. Even the Mara (The Evil One) will become Buddha, and the Mara king got converted by the Buddha after Buddha gave him this assurance. I think it is written in the matrix sun sutra... or something like that, Sanath use to show me the sutra, and I also remember my Shi Fu saying that before.
