Can animals be reborn as humans beings? Yes, if they come into contact with the Dharma, see a Buddhist temple, or smell incense burning. The contact can plant a Dharma seed which takes root when they're reborn as humans. They can achieve their full potential and become enlightened, but only as a human being. So, it's up to all of us to help our pets be reborn in the human realm.Hence for us, human to help our insect counter parts to reincarnate into human realm, we need to dedicate our merits to them, together with all sentient beings. If you came across a dead insect in your path, you could do a simple chanting for them, as though their body is dead, their consciousness is still there. No doubt they have created negative karma by preying on other animals/insects, these are karma of ignorance, cos they do not have our wisdom, but all beings have the same Buddha Nature as us.

But not an easy matter, for animals like insects, may take a lot of lifetimes, maybe thousands or millions of lifetimes. What do you think of the world? Evil right? Then there must be many animals and insects than human as the former usually takes so many many years to exhaust their bad karma to become human again. But then I do not find an explosion of animals and insects population but only an explosion in human population. Does that mean human morality is getting better? I don't know transfering merits can help to lessen their bad karma by how much but i believe it still will take quite a while to recarnate back to human. There is an explosion of humans, where do these humans come from... some may be lower realm beings like animals who 'evolved' out of their realm into human realm as their karma for animal realm have exhausted. Some may be humans in past life. And others may be humans or celestial beings or etc from other places or planets. In Buddhism, according to Buddha, the universe is huge and vast, and there are many worlds out there that harbours life that scientists have not discovered. I suppose in the future we will.
It is true, a very evil person will be attracted to a realm where other similar vibration beings are in.. which may not necessarily be human realms. And what is the cause of rebirth in Animal realm? The rebirth of a deceased is based on the vibration level/level of awareness and residual karma. The level of awareness of a human being and insect is far too wide... so it is almost impossible for a human to take rebirth as an insect.
More likely, a very evil person may be attracted to a realm where other similar vibration 'beings' are in. If you get a place full of evil people... you will have hell. Evil people will get all out to tekan and bully each other... making life a horror. There is no one determining who goes where... it is a matter of how fast one understand the cause of its suffering. The less unconsciousness, the more aware an evil act is recognised as it is.. and the less likely it will be committed. So evil is actually a form of ignorance... ignorance of its effect..that is. The same applies for all other forms of unconsciosness.

As I said there are no proof, I am saying that this is what the Buddha said. But we can logically conclude since we still know so little about the universe. Scientists have recently discovered hundreds of extrasolar planets, and that is the beginning. In the future, thousands or millions more planets will be discovered, and any one of them may harbour life. Beyond this universe, scientist does not know what is there. There could very well be other universes. The most important thing is, to start cultivation from self, and gradually spread the influence around. Seriously, just have a look around and we can see that people in general are not interested in spiritual self-progress... not even the so-call leaders. They just want to be competitive, earn a lot of money for themselves, show off and don't really care whether others suffer or not.
This kind of attitude/vibration if bring forward beyond death will propel one towards a realm of that type of vibration. One might be powerful and yah yah now, but after death it is another story.
There are much self-serving yet influenctial people around. They can really use all kind of methods (including pretending to be religious and kind) to climb up the corporate ladder... removing and firing all those deem as obstacles in their path. Sadly, life for these will not be so rosy after their ruthless splurge. Strangely, many of these types thinks that some saviour can absorb their sin.
