If everything down to the minutest details were preconditioned, either by kamma or by the physical laws of the universe, there would be no room for the functioning of freewill. It would be impossible for us to free ourselves from the mechanism of cause and effect and to attain Nibbana.

But he can start at anytime.

By 'not fated' I mean, he must be on the path to Buddhahood before one can have a rough idea how long it will take before he attains Buddhahood.
Therefore only a 7th Bhumi Bodhisattva and above will receive a prophecy from Buddha on their attainment of Buddhahood.
Before that we don't know. -
