The rankings of Buddhist liberated saints are as follow (highest to lowest): Buddhas (Fo2), Bodhisattvas (Pu2 Sa4), Pratyekabuddhas (Pi4 Zhi1 Fo2), Arhats (Luo2 Han4).

It is not as hard as most people think... but those who are really willing to practise are not many to begin with. There are a lot of people who claim to be Buddhists, but true practising ones, not many. There are still a number Arhats around in present days as far as I know. Ranking are relative truths, of course in terms of ultimate reality there is no high or low.
