Ananda said to the Buddha, ‘If the nature of the wonderful enlightenment has neither causes nor conditions then why does the World Honored One always tell the bhikshus that the nature of seeing derives from the four conditions of emptiness, brightness, the mind, and the eyes? What does that mean?’
The Buddha said: ‘Ananda, what I have spoken about causes and conditions in the mundane sense does not describe the primary meaning [Supreme Reality].
If in this (our) illusory world there is causes and conditions (understood as karma) and in the Supreme Reality, this causes do not apply, what could Buddhas in their Dharmakayas (Reality bodies) do to liberate sentient beings who are within Samsara (the unreality phenomenal realms)?
If Buddhas appear to liberate sentient beings, then wouldn't they also generate karma? In these situations wouldn't karma also be a good attributes to perform. And in performing karma, wouldn't we remain in Samsara to experience their fruition?

Buddhas is based on the implicit and / or explicit thoughts or actions of sentient being needed BuddhaDharma for liberation, and instanteously appear as the form which that sentient beings desire/love, to liberate that sentient beings. Usually it is unknown to that sentient beings themselves. Henceforth, Buddhism is an ultimate democratic teachings which does not engage in asking/solicit/persuade, and yield the desire result of that sentient beings depending on aptitude

Here would be refering to the benevolent characteristic of the unversial principle / entity that abide us , known as Dharmata, all our ten worlds from hell to Buddhahood are included here, but the hope is that each of us has the potential to reveal the highest goal of Buddhahood.
Buddha refer to to the awaken beings that created the appropiate condition to lead us to reveal the same wisdom they aquired
