  Wah Chinese Traditional is a bit hard for me... I read Chinese Simplified
  
  The answer to this is, they have no choice. Those who are in ghost realms are there by unwholesome karma. They have to undergo suffering in that world... there are 36 kinds of ghosts and each of them undergo different sort of sufferings. (See http://www.lioncity.net/buddhism/index.php?showtopic=20578)
  
  Some people who are so attached to the point that they do not take rebirth within 49 days will also turn into ghost, they are slightly better than the other type of ghosts who are there to suffer unwholesome karma, but of course still quite miserable.
