If you're talking about dharma as the truth of phenomena then this truth never passes.
If you're talking about dharma as in the teachings and dissemination of that teachings, that will end.

Yes, the truth of impermanence, suffering, no-self, applies whether or not we notice or realise it. It is known as the 'dharma seal' or the 'seal of all phenomenon'. The truth of Emptiness, likewise.
Herzog Zwei is anti-religion.
