I see.. It has dual characteristics as it has the possibilities of releasing a particle or not within a given period of time.
If I may ask, I don't quite understand how Indra's net is related to duality. It seems more to me that Indra's net is related more to multiplicity, where there are a multiple ways an event can turn out due to other dependent conditions.
On a side note, in the case of what Short Ninja mentioned, it can be quite interesting to study karma here. What Short Ninja said is actually a rephrasing of one of Buddha's teaching in a crude manner. Where if one person(B) gives you(A) a gift but if you(A) do not accept, the gift remains in possesion of the giver(B).
When in the situation of insult, when A does not respond to the insult, B gets a bit agitated. B's agitation is a result of A not responding and the negative feelings of B's initial intention to throw the insult. This current negative feeling of agitation now (karma) then causes A to throw another insult or maybe throw his fists! However, if B has cultivated and is mindful, he immediately sees his negative agitation feelings and realises them to be unwholesome. He then does some deep breathing to disperse the agitation. Then the negative agitation feelings (karma) is stopped and cut in its tracks. That's why they always tell us not to be slaves to our karma, we can change our lives and create our future! :)
