If I am not mistaken, tradition says that he resides in the Paranimitta-vasavathi (heaven of wielding power over other's creation) , which is the highest sensual heaven abode. (of six).
Travatimsa is the abode of the Devaking-Sakka, 2nd heaven.
Mara is a god.
