if he experience bouts of hunger, does it mean he is meditating incorrectly?
sorry, should clarify that the forgetfulness is not ordinary degree of forgetfulness. It is quite absurd sometimes. Like my friend, sometimes, just a short time passed, then forget.
go have his brain check up by doctor then.

my personal experience
most of the times its caused by a temporary lapse in effort on noting, especially when im doing something that is quite ‘automatic’.
remember a time when i was bathing, and was shampooing my hair, and after i finished rinsing i was caught there by surprise. suddenly i couldnt remember if i had shampooed my hair!! i remembered staring at the shampoo and shower foam for a few secs and really cannot recall. so i decided nvm just shampoo again. i realised while i was foaming my hair that i had previously shampoo when i notice there was soap foam on the ground.
sometimes also while noting experiences things may happen very fast that i cannot recall certain information immediately. however once i get in contact with some of the anchors relating to that information, i can remember very clearly.
anyway when these things happen i usually have a good laugh at the wild thoughts chiding me for lacking in effort
In the past, I used to meditate very frequently. My mind became sharper, very good memories and very alert. Nowadays, I hardly meditate, I become super forgetful and not so alert.
Being forgetful is very common because close to 100% of my friends complain about forgetfulness. We are all worried about dementia.
What I can say is meditation will definitely make a person's mind sharper, alert and not forgetful. This is my personal experience. Hope I can pick up meditation again.

old age and illness affect one's memory. that is the facts of life. as a buddhist, you may want to practise meditation and learning the dhamma when you are still young and can remember.
When in going about in daily life life, pay attention to details. Then you won't forget.
If you only pay attention to something - whether chanting, or whatever... then you will miss out other details.
