ya, it's just an expression that they are stupid. if they are smart enough to put food into their mouth and eat, we won't call them hell.
we can also see examples of real life people around the world. like the hungry people from Africa, Somalia, people fighting at war etc. they are living in "hell". if one is smart enough, they can get out of the hell-like situation. on the other hand, there are people living a heaven-like good life because they know the smarter way to do so.
in Buddhism,
for hungry ghost---it could not eat because its throat is very thin (just like a tiny hole made with a needle) and no food could pass through, yet it was always hungry because it had a huge belly. about the same like the hungry people in Africa, Somalia.

In all these things, do not think of from your point of view.
All these are a form of expression by the practioner. You just do not agree with form, and that does not mean the one who perform the ritual must abandon them for your sake.
They believe, they perform, they feel relieved, live and let live.
Ironic that you want freedom of expression for yourself but not for others.
And should the level of annoyance from smoke or noise get beyond tollerable limits, then speak to them. There are more reasonable people about than you think.
But please don't tell them they cannot pray that way, because it is against YOUR religion.

I grew up in a kampong, and I have seen chained dogs being beaten. That is the face I recognise here. The dog is not smiling, it is wincing.
Why is the cameraman movement not affecting the picture angle?
I am not saying the dog is harmed, but that pictures can misrepresent.
