But both my starhub and singtel can access it. Wonder if it has to do with safesurf or whatever. Anyone else having trouble accessing my blog?

I suspect Starhub's SafeSurf is the cause. It's a problematic thing that often blocks random harmless sites. Think if you apply to the more expensive starhub plans, they will give you free safesurf.
SafeSurf is not MDA (which has the government's list of blocked sites that apply to all ISPs).
