But of course, not all Buddhist are qualified. We aspire to be Buddha. Thus we practise. Thru practise and proper cultivation of the mind, we generally are able to speak well and with much sense.

If u have taken refuge, u'll know that the triple gems are the Buddha, the Dharma and the Sangha. All buddhist who take refuge knows.
The Sangha are representatives of the Buddha. They preach the same teachings given to them by the Buddha. Scriptures and books are all well kept for centuries since the passing of Buddha.
When we listen to teachings, it is very dependent on our very own karmic imprint and mental delusional obstacle. Thus the Buddha had to give teachings 3 times due to the mental faculties of different people. That is why the Sangha REQUEST His widom to be transmitted. We all hear and understand things differently, so it is very easy to doubt that the teachings are not His.

After all, a Buddhist is one who follows the way of Buddha. Just as Christian is one who follows the way of Christ. Thus taking refuge is 1st step in following the path of Buddhism.
But anyone can call themself a buddhist. They can even call themself God if they want.
