Perhaps, neighbourhoods should set up a system whereby doctors, nurses, paramedics, and certified First Aiders living in the estate should be recruited to be part of a volunteer emergency aid team.
But then again, come to think of it, residents might abuse the system and start calling up those on the list for every little problem and make themselves a general nuisance.
Plus, that would mean a loss of privacy to some extent to those on the contact list.
I guess if people understand that the people on the list should be contacted only in REAL emergencies, the system would work, since these folks would be able to reach you much faster than an ambulance would.
I think it's gonna take a loooong loooong time before we can reach the standard in developed nations like the US - people voluntarily opt to learn CPR and/or First Aid because they are civic-minded and think about society at large, instead of focusing just on themselves.

yes i noe we have a lot of cabs on the roads, but i dun think i saw enuff empty ones for hire...
