cos it's smthing like the first bus comes to pick ppl up, since it's the first bus of cos a lot of ppl waiting for and the time for ppl to aboard takes some time. then the second bus comes to pick up latecomers, which will only be a few. so with each stop the second bus will pick up latecomers and eventually catch up with the first bus which always picks up the early birds

In fact, bl@*dy SBS has been asking ppl to take Sv Y as they know Sv X is often overloaded... Since they know is overloaded, why they are not doing to Sv X and creating 2 empty useless double deck to arrive behind?
Though I would say many cases the buses are not always overloaded as ppl refuse to move in -
