If so they should impose severe penalties like immediate expulsion of guilty student if caught.

thing is ... the school is wide open ... everyone and anyone can come in ... and people do, all the time ... just last term someone broke into the adjacent bio-chem lab and tried to steal somebody's laptop there .. they were caught red-handed ...
there are cameras all over the place and we have campus police prowling, complete with pistols and bullet proof vests ... but the students are resisting all attempts to introduce gates or limit lab opening hours .... which is reasonable, considering that assorted types of geeks regularly have to overnight in school .... -

lots of facilities are open to the public, like the chapel and convocation halls for weddings, the sports facilities for collegiate matches, etc, there's a number of tech start ups located on the campus too ... and the campus pub is open to public as well ... strangers wander around all the time ... -

lunch break without the guys is fast
in 50 minutes, managed to:
- buy stamps
- eat lunch
- go to army surplus market to buy orange rag
- buy herbal tea
- look at pet shop, admire budgies and rabbits
- buy some dental floss from medical hall
- buy some kopi-o
- talk to friend i met by chance who works the other side of beach road
not too bad huh? -
Another way to boost security is to allow entry to labs or rooms using campus ID card.
Well at least this pencil incident may be a mistake, who knows the guy might come back looking for you to return it!
