well, this project has an evil aura over it...
we have to do it because someone high up wanted us to do it...
and suddenly, we have to "seek approval" so that we can have funds to do it with...
i can't even convince myself that we need to do it..
here's the catch: we have to write a goddamned paper so that the one who came up with it can approve it.. but then, it has to have all kinds of reasons why we must do it..
it's kinda dumb... the guy comes up with this dumb idea, we have to find good reasons for it, and then go do it.. but if we cannot find reasons to do it, it's our fault.. not like we want to do it in the first place!

We have the same kind of shit going on here, but with a twist. Sometimes the paper in question is not even written by the people supposed to be involved in the project itself but by some hapless person who kena the arrow. And then said person will have to beg for information from the people in the project team in order to write said paper. Its like George Bush Jr being ordered to write a paper on the grammatical structure of the English language.
