The article implied that we're still not loaded to capacity because people's bodies are still not rubbing against each others'. It seems that full body contact between passengers is their ultimate aim. (do they not know molesting female passengers on japanese trains is their national commuting pastime?)

I tell ya, the replacement rate is going on like crap...
In reality, the operators make empty promises, buses that has reached the allowed lifespan, instead of scrapping it, they apply for 2 yr extn... If not, the non aircon single decker buses would have disappeared from the streets of Singapore already -
