their project.. vendor is 10 minutes' walk away.. they told the vendor to come over because walking distance... look out the window? see the rain?

I think so. Management of both the customer and the vendor. The vendor's management only want to provide "customer satisfaction". Customer's management only want answers and results. We get caught in between.
Back in dot.com days, the vendor used to be king. The customer just follows instructions. -
