4. previous bad experience by other departments/ministries with the vendor

i would say that a lot of businesses out there fail because the people they send out are totally unsuitable for their job.. that is, they have no idea what their company products are, what the limitations of their company is, what they can deliver, and are totally lost when it comes to the sales pitch...
you do NOT promise everything... then find yourself unable to deliver...
