As it is, there are already civil service officers trying to do what that stupid course is trying to teach people to do.
Most of them will either get 'D' grades, resign in disgust, be forced to resign, or just never get promoted. -

anyway, i've given up in disgust trying to get myself signed up to the course...
the stupid online nonsensical BS system for "training" is harder to navigate than a labyrinth designed by a madman on LSD

and at the same time this course is trying to teach people to cut red tape, metric tons of completely unnecessary paperwork are being created and thrown at them, in the form of the various 'awards', 'standards', reporting templates and whatever

the worse thing is, I'm still working with people for whom independent thought and action is an alien concept and ridiculously detailed instructions or SOPs dealing with every single goddamned possible outcome or scenario needs to be fed to them
so these twits need the red tape -
and dun even get me started on service standards. the amount of petty in-fighting at the expense of others is bordering on the ridiculous

today, during the inspection, i met the boss of the place who encouraged me to go look for people who "do not follow the rules" and write them in...
and he was looking for people who "wear slippers instead of shoes in their booths"
my thought processes went "WTF??? i don't care if the guy is wearing bunny slippers INSIDE the damned booth as long as the public doesn't see it, and that the guys are doing their jobs well.."
this is their boss..
