It's not the case in most companies though.

HR is 16 people... that includes those who do not do anything like the Director, the Dy Director, 2 Heads of HR sections and a Dy Head...
so effectively, 3 of the rest are in the "Planning and Development" sectioin which is actually a pile of BS... they don't plan and neither do they develop.. how do 3 people even have a prayer of the planning and development of 3,500
which leaves 8.. to do the day-to-day HR things of 3,500
and i know they don't because one guileless and straightforwardly honest friend of mine went in there, tried to do the actual HR work and was hounded out by the harpies in there..
so, there.. my HR in a nutshell..

but there were con-men-sultants which came in and made recommendations.. and we ended up less efficient, less effective, and we now have a truckload of crap to do which doesn't add up to anything other than... additional paperwork...
