One of my nursing colleagues in Melbourne used to be a Police Officer and she related to me how pissed she got with women who'd turn up in the Police Station accusing their dates / spouses of rape or molestation and they were obviously using it as some sort of threat to the men. She said it got so rampant that she had this uncontrollable urge to scream at the women to stop abusing the law and wasting police resources.

I think too often, the criminal paints a picture of him/herself as a victim of his/her circumstances in life yada-yada, hoping to get away scot-free or get a lesser sentence.
No matter what, a crime had been committed and the chase ensued because a good Samaritan wanted to help catch the criminals and in a tussle / struggle, of course there'll be bodily contact.

So, in order to appear fair, I'm sure the authorities will investigate the matter to see if it's really a valid charge or if it was just an unintentional placement of hands over certain body parts because the criminal was struggling to escape and it was somehow inadvertent.
Molestation charge or not, it should not over-ride the original charge and they definitely have to look at the context.

Remember that commmodity trader woman who used to be a air stewardess?
She went to the apartment her boyfriend shared with another female and was screaming vulgarities at everyone to raise a ruckus at that female in the middle of the nite.
When finally police officers was called in, she screamed more vulgarities at the police officers and was eventually pinned down and handcuff after she was told to leave but she refused.
She then was screaming at the neighbourhood claiming police officers abused her and molested her. When she was was the one pushing, biting & kicking the POs.
Her vulgarties was so bad, that resident, in another block, on the high floors came down and offers to be witness against her screaming and making life unpleasant for everyone in that middle of the night.
Then, the media tries to paint her in a sad picture, with being ex stewardess & then pregnant and all to get sympathies for her.
But, actual people on the scene, including the ambulance workers was shaking their heads at such as a shrew of that woman.
