  they made some changes.. including grammar..

  Sounds like the consultants used a lot of high-level English designed to supposedly impress the client.
  
  The problem is, no one understands it.
  
  Reminds me of my JC classmates who would use all sorts of high-level bombastic words in their essays without considering the context they should be used in.
