It reminds me of the newspaper article about the ruling party sending their members to conduct an online 'counter-insurgency'.
Apparently the fella who wrote the article certainly didn't know what the usage of the term 'counter-insurgency' implies.

central issue for engagement = whatever difficulty you forsee working with these people e.g. language, cultural factors etc
champion for identified issue = poor bastard arrowed to make sure this difficulty is taken care of
e.g. if problem is language, then the person who's supposed to do translation -

But when management uses those terms they really do mean what I just said

there is a "matrix" by our the section with gave birth to this lot of bullshit after a difficult anal pregnancy..
the thing is that, those shit-for-brains actually think that "rules of engagement" and "strategy to be adopted" is the same thing.. they have no idea what the hell everything means and there's this giant table for our inputs...
the other sections don't know what the fuck is going on, not wanting to look like retards, have shown their lack of IQ and balls by actually writing in stuff which do not make sense...
suddenly, for a few sections "rules of engagement" or "strategy adopted" (same column, mind you) is their goal!! a few more wrote nonsense like "to be ready for this and that" while some wrote "to work closely with someone" (the closest thing to whatever the hell it is)
the best entry was some dumbass who wrote who the programme is chaired by... that's some mighty powerful crack that shithead is smoking
i've always been angriest in my organisation when we're taken for a ride by consultants..
