Won't they automatically send the disc to the censorship board?
That's what happened to me years ago when I had some course related video tapes sent to me. The customs at the airport would just sent them for censorship and I wouldn't even be informed until after the event. -

If I remember correctly, in the end, I was informed that the tapes were at the censorship board, only for them to ask if I would pay for the delivery charges for the tapes to be sent to me. Well, what could I have said?!?
If they hadn't ripped out my tapes (yes, the packaging was torn and ripped) and go through all that, the tapes would have arrived at my office without me incurring additional cost and hassle. Those tapes were sent to me by a UK university...with all the contact and sender's address, etc. all listed. -
