uhh.. there are only 4 things in singapore which you have to pay duty for:
1. Alcohol
2. Cars
3. Tobacco
4. Motor Spirits (petrol, diesel)
everything else has no duty at all

my guess is like Chet Jawa, Changi Point and Upper Pierce BRoadwalk style...

Actually also to stop flooding at low lying areas like Old Airport, Chinatown -
that is very true..
shoukd there be heavy / continued rain, the poor small creatures will be washed away from their natural habiitat cos those structures/bridges have already changed the environment. Plus they no longer familiar with their home liao..
