b). Some friggin' troll with poor general knowledge trying to lead the kid......
Entertaining stuff.

its like..not counting the gambling addicts,
people borrow from loansharks when freaking desperate i.e. banks and family/friends/relatives cannot or will not lend them.
so how does making them pay a fine (and where are they going to find the money?confirm end up in jail one) and giving them a criminal record going to improve things? more like force them to become fulltime criminals in order to survive.

I think it would be a lot more appropriate to punish those who get innocent people into trouble by borrowing from loansharks.
For example, there have been cases of people who were hounded by loansharks even though they didn't know that they were acting as guarantors for the borrowers.
Also, there are people who borrow from loansharks and then sell off their houses without telling the new homeowners. As a result, the innocent new homeowners have to bear the brunt of the loansharks when the debts are due.
In such cases, I would recommend having the borrowers flogged.

This is the problem
The thing is that no matter how strict there will be illegal lending coz there will always be desperate people.
question: how does one not know one is acting as a guarantor?
I agree about the house thingy. In Singapore its always better to scout the place a bit and talk to neighbours before deciding to buy a flat. too many people have been burned by this.

There are instances where someone lost their IC and to find out to their horror that someone else used it to borrow from loansharks

I've heard of a few who borrowed from loansharks to settle hospital bills.
