  Actually, in aviation circles that's known as speed tape or 600 mph tape. It's an aluminized variant of the ubiquitous duct tape with some stupidly strong adhesive on the contact side, and is certified for use by the FAA for minor repairs on non-structural components of aircraft. We've used it to temporarily patch small rips and holes in the fabric covering of some of our club aircraft.
