  Speed tape usually comes in 3"-wide rolls. From the image, it looks like it's being used to temporarily hold the aluminium skin of the winglet down. Perhaps some of the rivets in that location had popped loose?

  i hope it is.. and it's not trying to hold together a huge crack in the winglet
